Health, Safety and Environmental Officer

Job Summary The Vice President of Environment, Health, Safety & Security (EHSS) reports directly to the Chief Executive Officer (CEO) and provides enterprise-wide leadership for the organization’s environmental sustainability, occupational health, workplace safety, and security strategy. This executive role is responsible for setting vision, ensuring regulatory compliance, reducing risk, embedding a strong safety culture, and advancing continuous improvement across all operations. The VP of EHSS serves as a trusted advisor to the executive leadership team, balancing regulatory, operational, and business objectives while protecting employees, communities, and the environment. Duties & Responsibilities * Strategic Leadership * Develop and execute a comprehensive EHSS strategy aligned with corporate objectives and regulatory requirements. * Serve as the senior EHSS subject-matter expert and advisor to the Chief Executive Officer (CEO), executive leadership team, and Board of Directors. * Establish enterprise EHSS policies, standards, and governance models applicable across all sites and regions. * Drive a proactive, values-based safety culture with shared accountability at all leadership levels. * Collaborates with Continuous Improvement and Learning & Development teams to meet corporate objectives. * Regulatory Compliance & Risk Management * Ensure full compliance with applicable federal, state, local, and international EHSS regulations (e.g., OSHA, EPA, DOT, ISO, FRA, USCG, state and local environmental authorities, etc.). * Oversee audits, inspections, and regulatory interactions; where appropriate, serve as primary executive contact for regulatory agencies. * Lead enterprise risk assessments, incident investigations, root-cause analysis, and corrective action planning. * Anticipate regulatory changes and assess business impact. * Operations & Performance * Establish and monitor EHSS KPIs, dashboards, and performance metrics; report trends and risks to senior leadership. * Reduce workplace injuries, illnesses, incidents, and environmental releases by creating an environment that supports the development of prevention programs, continuous improvement processes, and focused operational discipline. * Oversee emergency preparedness, crisis management, and business continuity planning related to EHSS risks. * Champion continuous improvement initiatives using leading and lagging indicators. * Environmental Stewardship * Lead environmental stewardship programs to ensure regulatory compliance and consistency with company values. * Partner with Operations teams to support environmental reporting, disclosures, and long-term stewardship goals. * Ensure accurate data collection and reporting for internal and external stakeholders. * Talent & Organization Development * Build, lead, and develop a high-performing, high trust EHSS organization. * Define organizational structure, succession plans, and capability development for EHSS professionals. * Coach senior leaders and site managers on EHSS leadership and accountability.  * Foster collaboration across Operations, Legal, and HR. * Stakeholder Engagement & Communication * Communicate EHSS strategy, performance, and risks clearly to executive leadership, employees, and external stakeholders. * Represent the company in industry forums, benchmarking groups, and professional associations. * Support due diligence efforts for M&A, divestitures, and major capitol projects. Education & Experience * Proven executive or senior-director-level leadership experience. * Demonstrated success leading large-scale, multidisciplinary and values-based EHS organizations. * Experience working directly with executive leadership. Physical Demands This position requires the ability to sit and stand for extended periods throughout the workday. The incumbent must be capable of performing pushing and pulling motions as needed and lifting and carrying items weighing both under and over 20 pounds. These physical demands are regularly required to successfully perform the essential functions of the position, with or without reasonable accommodation.

How you will contribute as part of the TRCA team: Under the direction of the Senior Manager of Enforcement and Compliance, the Enforcement Officer will play an important role in the Authorities objectives to prevent, eliminate, or reduce the risk to life and property, and to encourage the protection, enhancement and enjoyment of our natural systems. The position entails environmental and construction compliance and protection initiatives, public safety, and community liaison and outreach within TRCA’s jurisdiction.   The Enforcement Officer will conduct compliance monitoring and respond to public inquiries and complaints under the Authorities regulatory requirements and permitting processes, liaise and coordinate construction and landholding compliance initiatives, maintain communications with developers, consultants, contractors, special interest groups, stakeholders, and other Authority business units as it relates to planning permits, land management issues and corporate initiatives, and will participate in the Authorities flood watch program.    Major Responsibilities: * Conduct regular compliance audits of TRCA Planning and Development permit sites to ensure compliance with site plans, permit conditions, construction techniques and methodology, and environmental controls/ protections. * Identify and effectively address non-compliance issues and environmental concerns associated with approved development sites. Maintain effective client relations with partnering agencies, development industry, and stakeholders. Negotiate compliance and required permit amendments or revisions and provide accurate information and advice relating to TRCA regulatory jurisdiction, legislation, and policies. * Respond to and address stakeholder concerns associated with unauthorized development activities within TRCA jurisdiction, and coordinate with partnering agencies and TRCA technical, planning, and senior staff to formulate solutions, and to develop compliance strategies. * Patrol TRCA parks and properties and promote appropriate public usage. Conduct inspections and investigations relating to public safety and land use infractions and respond to stakeholder concerns. Evaluate unlawful activities, impacts and parties responsible. * Identify infractions and initiate legal action for significant occurrences, when required. Collect evidence, prepare case files, issue offence notices, swear and serve information, prepare Crown Brief, coordinate prosecutions, participate in court proceedings, and supervise execution of remedial works as negotiated through settlement agreement or Court Order, * Document daily compliance activities. Complete inspection reports and occurrence reports, document stakeholder concerns, and prepare summary reports regarding infractions. * Maintain a high level of professionalism associated with compliance principles, personal conduct, legislative knowledge, and attire. Positively represent and promote awareness of TRCA programs, initiatives, and regulatory jurisdiction. * Attend ongoing skills and development, internal and external technical and compliance training, and participate in team meetings regarding compliance trends, program initiatives, policies, procedures, and legislative jurisdiction. Maintain high level of technical knowledge associated with development practices and environmental issues. * Manage a demanding workload. Assess and prioritize ongoing responsibilities to meet targets, deadlines and goals. * Position requires working weekends, evenings, and holidays shifts and non-standard schedules.   What will you need to succeed: Education (degree/diploma/certifications/licenses) * Post-Secondary Degree or Diploma in Resource Management, Police Foundations, Environmental or Civil Engineering, CET, and/or related discipline. * Eligibility for appointment as a Provincial Offences Officer, and meet annual use of force/ defensive tactics qualifications * Valid Ontario Class G driver's license and a valid First Aid and CPR/AED Level C Certification. * Successful completion of a Vulnerable Sector Screening or current Criminal Background Check   Experience * 4+ years of experience directly relating to major tasks * Experience in conducting inspections and investigations with demonstrated knowledge of case law, procedures of law, rules of evidence and preparing legal documents.   Knowledge/Skill/Ability - Competencies * Demonstrated knowledge of relevant Provincial and Federal legislation including the Conservation Authorities Act, Trespass to Property Act, Provincial Offence Act, Criminal Code, Fisheries Act, Charter of Rights and Freedoms * Excellent analytical, oral and written communication skills, time management, service delivery and customer service skills, organizational skills, proficiency in the use of computers, and the ability to maintain a high degree of confidentiality * Possess good judgement, consistent and effective decision-making abilities with demonstrated interpersonal and negotiations skills, the ability to manage conflict or volatile situations with a working knowledge of the Occupational Health and Safety Act, related regulations and legislation. * Experience with complex site plan comprehension, best management construction practices, construction methodology, environmental controls. * Knowledge of ecological principles, including ecosystem management, impact assessment, restoration and mitigation techniques. * Certified Inspector of Sediment and Erosion Controls (CAN-CISEC) or equivalent certification, or requirement to successfully complete CAN-CISEC course and examination and maintain certification throughout employment.
