This role wil l serve as the contact point for fabless SMEs and start-ups accessing IC design services at national and European level , fostering effective collaboration between industry, research, and public authorities at R egional, N ational, and European levels. The Project Implementation Officer will contribute to strengthening INL’s positioning within the European semiconductor landscape, ensuring strong industrial engagement and alignment with European and national policy priorities. Job Duties The job duties will be the following: Serve as point of contact for fabless SMEs and start-ups accessing IC design services at national and European level, supporting them from pre-design through tape-out and ramp-up, including users of EuroCDP advanced services and related funding programs. Support SMEs and startups in project definition and scoping, eligibility assessment, proposal preparation and optimi s ation, and monitoring of advanced services. Support users in navigating incubation and acceleration program mes. Coordinate interactions between different European Chips initiatives, such as EuroCDP, Chips Competence Centres, Pilot Lines and Design Enablement Teams. Contribute to ecosystem activation through outreach, events, stakeholder engagement, and communication activities. Mandatory Qualifications Education Maste r ’s d egree in Electronic Engineering, Semiconductor Technologies, Materials Science, or a closely related field. Experience and Technical Skills Minimum of 5 years of professional experience in semiconductor technologies, technical consulting, or innovation support ecosystems. Experience in technical project management, key account management, consulting, or innovation program coordination. Experience working with SMEs, start-ups, and innovation ecosystems in semiconductor or deep-tech sectors with a solid understanding of the semiconductor value chain. Familiarity with European funding instruments (e.g. Horizon Europe, CHIPS JU, Digital Europe). Demonstrated experience in technical project management or key account management. Experience working with European institutions, or policy-driven programmes. Personal Skills “ Hands-on” approach together with a high commitment in respecting working deadline . Problem-solving ability with a proactive and innovative mindset. Customer orientation with a focus on providing high-quality support to researchers. Ability to work independently and as part of a team, demonstrating flexibility and adaptability. Required Qualifications: * 4 to 5 years of experience in project management, preferably in a multinational or cross-functional environment, C-level office, strategy, or general management consulting. * A bachelor's or master's degree, ideally in business, operations, or project management. * Experience in risk management, PMO, compliance, or a related function, preferably in a multinational, cross-functional, or high-growth environment. * Hands-on experience using AI tools (e.g. Cursor, Claude, ChatGPT, Copilot) to build lightweight automations, dashboards, or workflow tools that improved how a team plans, tracks, or reports work. * Highly structured thinker, organized, and detail-oriented, able to manage multiple priorities in a fast-paced environment under time pressure. In this role, missing something can have significant market-level consequences. * Demonstrated ability to design and roll out SOPs or governance frameworks from scratch, and to drive cross-functional decisions with senior stakeholders. * Strong stakeholder management skills, including experience reporting to senior leadership. * Excellent written and verbal communication skills in English, including the ability to report project updates clearly and succinctly to different levels of management. * Self-starter mentality, able to operate in ambiguous environments, define your own structure, and move quickly without waiting to be told what to do. * High proficiency with the MS Office Suite, particularly PowerPoint for executive-grade reporting and Excel for tracking and data consolidation.
