About the Role
As Capture Manager you own pursuit strategy and execution across our regional opportunity set — from customer and requirement
shaping through to bid-ready state. You drive win strategy, competitive positioning, teaming with industrial partners, and
price-to-win development, then hand off to the tender and proposal function.
You work in close coordination with the regional relationship owner and operate strictly within the company's
intermediary-compliance and export-control framework.
Capture is driven end-to-end across both region and HQ: the region owns customer relationships and in-country access; HQ owns the
capture process, gate reviews, and price-to-win sign-off; you drive the pursuit across both and carry the compliance mandate
within HQ rules.

About the Role The Capture Manager is a director-level role focused on winning strategically important government contracts through competitive capture and bid strategy. You'll lead the capture process from discovery through contract award, navigating government procurement requirements, managing prime contractor relationships, and positioning Doodle Labs for success. This role combines deep government procurement expertise with business development acumen. While your primary mandate is winning the contract, you'll also develop customer relationships that naturally surface follow-on opportunities—understanding the customer's long-term strategy and positioning Doodle Labs as a strategic partner, not just a vendor. This is an opportunity to lead one of Doodle Labs' most strategically important pursuits and establish the foundation for expanded presence in a key international market. Job Description: Blue Water Thinking is seeking an experienced and dedicated Program and Capture Manager to join our team, supporting the Department of Veterans Health Affairs (VHA) portfolio. This role requires expertise in managing a diverse portfolio of projects, ranging from large-scale implementations to smaller initiatives as well as accelerating our business development efforts. The successful candidate will be well-versed in VHA development and program implementation. They will also be adept at identifying program challenges and developing innovative solutions. Key Responsibilities: * Manage a diverse portfolio of projects, ensuring alignment with organizational goals and objectives. * Oversight of delivery teams, ensuring staff produce high-quality, timely and on budget deliverables. * Build relationships with VHA stakeholders to shape procurement requirements. * Lead capture plans, including identifying client challenges, competitor analysis, development of strategic and innovative solutions and win theme development. * Lead proposal responses ensuring submissions are compliance and compelling. * Stay current on the legislative and policy landscape, translating the latest VA priorities and Hill activity into smart, proactive capture strategies. Erfarenhet av vunna projekt i storleksordningen cirka 20–200 miljoner kronor. Erfarenhet från energi-, process-, kemi- eller annan processintensiv industri. God förståelse för kommersiella villkor, kontraktsformer och riskhantering. Mycket god kommunikativ förmåga och vana att samarbeta med både kunder och tvärfunktionella team. Flytande svenska och engelska, i såväl tal som skrift. Meriterande: Erfarenhet av internationella projekt. Erfarenhet inom biogas, energi, HVDC, CCS eller vätgas.
